New Delhi: Prime Minister Narendra Modi has inaugurated Kartavya Bhavan–03 at Kartavya Path in New Delhi, marking a major milestone in the Central Vista Redevelopment Project.
The new building is designed to streamline central government operations and set new standards for sustainable, tech-enabled governance.
A Hub for Key Ministries
Kartavya Bhavan–03 is the first of ten planned Common Central Secretariat (CCS) buildings meant to replace outdated government offices like Shastri Bhawan, Udyog Bhawan, and Nirman Bhawan.
Built over 1.5 lakh square metres with two basements and seven floors, the new structure will house several crucial ministries and departments under one roof:
- Ministry of Home Affairs
- Ministry of External Affairs
- Ministry of Rural Development
- Ministry of MSME
- Ministry of Petroleum & Natural Gas
- Department of Personnel and Training (DoPT)
- Office of the Principal Scientific Adviser
This consolidation is expected to eliminate bureaucratic silos, enhance coordination, and improve policy execution.
PM Modi Highlights Vision of Modern Governance
Speaking at Kartavya Path, PM Modi called Kartavya Bhavan ‘a symbol of India’s administrative reform.’ He underlined the need for efficient, transparent, and environment-friendly governance, saying that modern infrastructure is vital for building a developed India in the 21st century.
Built for Efficiency and Security
According to the Prime Minister’s Office (PMO), the building includes:
- IT-enabled workspaces
- Smart ID-based access control
- Integrated electronic surveillance
- Centralised command and control rooms
- 24 large and 26 small conference rooms
The advanced facilities will support seamless operations, especially for ministries related to internal security, foreign affairs, and development.
Leading in Green Infrastructure
Kartavya Bhavan–03 is aiming for a GRIHA 4-star rating, reflecting its commitment to sustainability. Key green features include:
- 30% energy savings with LED lighting, smart sensors, and energy-efficient HVAC systems
- Rooftop solar panels generating 5.34 lakh units of electricity per year
- Solar water heating for over 25% of hot water needs
- Zero-discharge wastewater treatment, recycling 1.1 million litres daily
- Rainwater harvesting and drip irrigation for landscaping
- In-house solid waste management for up to 1,000 kg/day
- Eco-friendly construction using recycled materials
- EV support with 120 charging stations and space for 650 vehicles
Kartavya Bhavan–03 is part of the broader Central Vista Redevelopment Project, which includes the new Parliament building, revamped Rajpath (Kartavya Path), and new residences and offices for top government officials. It reflects the Centre’s push toward a modern, efficient, and environmentally responsible administrative ecosystem.
