New Delhi: The Department of Telecommunications (DoT), under the Ministry of Communications, has issued a new Framework for Transfer of M2M SIM Ownership between Machine-to-Machine (M2M) Service Providers or licensees.
This initiative introduces, for the first time, a formal mechanism for transferring M2M SIM ownership to prevent service disruptions during a change of service providers.
Until now, there was no provision under existing guidelines to change the ownership name of M2M SIMs, which often resulted in service interruptions for end users in cases requiring provider transitions. The new framework aims to streamline the process and maintain the continuity of M2M services, which are crucial for connected devices and Internet of Things (IoT) applications.
Under the framework, an M2M Service User or third party can initiate a transfer request to the existing service provider (transferor), listing the SIMs and the intended new provider (transferee). The transferor must issue a No Objection Certificate (NOC) within 15 days, provided there are no pending dues. The transferee is then required to submit an undertaking accepting all responsibilities, including compliance with KYC and regulatory requirements.
Following verification of documents, the Access Service Provider (ASP) will complete KYC formalities and update subscriber records to reflect the new ownership. The DoT has emphasised that each M2M SIM must remain continuously mapped to an authorised M2M Service Provider, ensuring uninterrupted connectivity for users.
