New Delhi: Tamil Nadu government signed a memorandum of understanding (MoU) on 13 January with Sarvam AI to establish India’s first full-stack Sovereign AI Park in Chennai, in what is being described as one of the largest state-led investments in artificial intelligence infrastructure in the country.
With an initial outlay of Rs 10,000 crore, the project is expected to generate more than 1,000 high-skilled jobs in deep-tech and position Tamil Nadu as a national hub for sovereign, ethical and locally governed AI systems.
The MoU was exchanged in the presence of Chief Minister M K Stalin, Industries Minister T R B Rajaa, senior state officials, IIT Madras Director Prof V Kamakoti and Sarvam AI co-founder Pratyush Kumar.
The proposed Sovereign AI Park will be developed as a dedicated AI district, integrating high-performance computing infrastructure, secure data frameworks, model research labs, innovation clusters and a specialised Institute for AI in Governance.
According to the Tamil Nadu government, the park will function as a full-stack ecosystem where data, compute and AI models remain within Tamil Nadu’s trust boundary, enabling the deployment of AI systems aligned with public interest.
Industries Minister T R B Rajaa said the initiative reflects Tamil Nadu’s intent to shape the future of AI through a people-centric and state-led approach, with applications across education, healthcare, agriculture and citizen services.
Industries Secretary Arun Roy added that the project would place Tamil Nadu among a select group of global destinations offering AI-grade infrastructure and deep-tech talent within a single ecosystem.
A key component of the park will be the development of Tamil-first foundational AI models under a “Digital Sangam” initiative, aimed at embedding linguistic and cultural context into next-generation AI systems.
Sarvam AI, which is part of the Centre’s IndiaAI Mission to build India’s first sovereign large language model, will anchor the technology stack of the park.
