New Delhi, May 1 (APAC Media): The Election Commission of India (ECI) has introduced a QR code–based Photo Identity Card system to strengthen security and prevent unauthorised access at counting centres.
The new system will be implemented starting May 4, 2026, during vote counting for the Assembly elections in Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, along with bye-elections in seven Assembly constituencies across five states.
This move is part of a broader push by the Commission to improve transparency and efficiency in election management. Over the past year, the ECI has introduced more than 30 reforms, including QR-based ID cards for Booth Level Officers.
Three-tier security mechanism in place
The ECI has outlined a strict three-layer security system at counting centres. At the first and second checkpoints, officials will manually verify Photo Identity Cards issued by the Returning Officer. At the third and innermost layer, near the counting halls, entry will only be allowed after successful QR code scanning.
The system will apply to all authorised personnel, including Returning Officers, Assistant Returning Officers, counting staff, technical teams, candidates, and their agents.
Arrangements for media access
To support media coverage, dedicated Media Centres will be set up near counting halls at each centre. Accredited journalists will continue to gain entry based on authority letters issued by the ECI, as per existing guidelines.
Officials directed to ensure smooth implementation
District Election Officers and Returning Officers have been instructed to make necessary arrangements for the rollout. This includes deploying trained personnel at checkpoints to ensure smooth and secure access control.
The Commission has also directed all Chief Electoral Officers and other officials to strictly follow these guidelines, aiming to maintain high standards of security, transparency, and efficiency during the counting process.
