New Delhi, July 1 (APAC Media): Union Home Minister and Minister of Cooperation Amit Shah on Monday launched the upgraded FCRA 2.0 Portal and the Electronic Overseas Citizen of India (e-OCI) Card, marking a major push towards digital governance, regulatory efficiency, and improved citizen-centric services.
The new digital platforms were unveiled in the presence of the Union Home Secretary, Foreign Secretary, Director of the Intelligence Bureau and other senior government officials.
FCRA 2.0 Portal to Digitise Foreign Contribution Management
The FCRA 2.0 Portal has been introduced to modernise and digitise key services under the Foreign Contribution (Regulation) Act (FCRA), including registration, renewals, annual return filings, and other regulatory processes.

The Ministry of Home Affairs said the revamped platform is expected to simplify compliance, minimise paperwork, speed up application processing and strengthen oversight of foreign funding.
According to the ministry, nearly 14,500 organisations currently hold active FCRA registrations, while approximately 15,000 to 20,000 applications and around 17,000 annual returns are processed every year.
The upgraded system also incorporates provisions introduced under the Foreign Contribution (Regulation) Amendment Rules, 2026 and has been designed to accommodate future enhancements, including an AI-powered chatbot, mobile application support and dedicated dashboards for banks.
e-OCI Card Introduced for Fully Digital Services
The Home Minister also launched the Electronic Overseas Citizen of India (e-OCI) Card, a fully digital platform that enables OCI applicants to complete the entire application process online, including document submission, and downloading digitally generated OCI cards after approval.
The new system also benefits existing OCI cardholders, who will, in most cases, be able to obtain digital OCI cards without filing fresh applications or undergoing physical verification.
Additionally, OCI holders will no longer need to obtain a new OCI booklet after renewing their passport beyond the age of 20. Instead, they will simply be required to update their passport details through the online portal.
The Ministry of Home Affairs stated that the e-OCI platform is expected to benefit more than 50 lakh OCI cardholders by reducing paperwork, enabling digital verification, lowering the risk of loss or damage to physical documents.
