New Delhi: The Ministry of Heavy Industries (MHI) has released draft guidelines for the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM eDRIVE) scheme. With a budget of ₹2,000 crore, the initiative focuses on strengthening India’s electric vehicle (EV) charging infrastructure to address gaps in accessibility and reliability.
Transition from FAME to PM eDRIVE
The PM eDRIVE scheme replaces the earlier Faster Adoption and Manufacturing of Hybrid and Electric Vehicles in India (FAME) schemes. A key focus of the new plan is developing “upstream infrastructure” for EV charging stations, including transformers and grid connections, to facilitate smoother deployment. The government has earmarked ₹581 crore for deploying fast chargers for two- and three-wheelers, along with 22,100 chargers for other vehicle categories.
Financial Structure and Subsidy Mechanism
Under the guidelines, subsidies of up to 80% will be provided for upstream infrastructure development. In exceptional cases, this figure can reach 100% to ensure critical power infrastructure for seamless charging station operation. The subsidies will follow a phased disbursement structure:
30% as a mobilisation advance after tendering.
40% after deploying EV Supply Equipment (EVSE).
30% upon commercial operation of the charging stations.
The Bureau of Energy Efficiency (BEE) will periodically update the benchmark upstream cost per kW, ensuring cost-effectiveness and quality. Ownership of upstream assets will remain with state distribution companies (Discoms).
Collaboration and Site Selection
State governments, central ministries, and agencies such as the Ministry of Power and the Ministry of Road Transport and Highways (MoRTH) are tasked with conducting feasibility studies to identify suitable locations for charging stations. The criteria include traffic density, proximity to commercial areas, grid availability, and upgrade potential.
A technical committee headed by an Additional or Joint Secretary from the MHI will evaluate proposals, with contributions from NITI Aayog, the Ministry of Power, and the Automotive Research Association of India (ARAI).c
Long-Term Vision
The PM eDRIVE scheme aims to tackle the infrastructure challenges that hinder EV adoption in India. By prioritizing inter-ministerial collaboration and financial incentives, the initiative supports the government’s goal of achieving net-zero emissions by 2070 and bolsters India’s EV ecosystem in a structured and sustainable way.
The guidelines are open for stakeholder feedback, marking the initial phase of a nationwide push to align India’s transportation systems with its clean energy goals.
