New Delhi: Union Minister of State for Science & Technology and Earth Sciences, Dr. Jitendra Singh, on Friday launched the National Standards for Civil Service Training Institutes 2.0 (NSCSTI 2.0), a revamped framework aimed at modernising India’s civil services training ecosystem.
Developed by the Capacity Building Commission (CBC), the new framework was unveiled at the Civil Services Officers Institute (CSOI) in New Delhi.
Marking a major shift towards outcome-based and tech-integrated training, NSCSTI 2.0 is designed to align with the central government’s vision of fostering a future-ready and citizen-centric bureaucracy.
Dr. Singh called the framework a “transformative step toward institutional excellence,” crediting Prime Minister Narendra Modi’s push for “out-of-the-box thinking” and dismantling conventional silos in governance.
The updated framework simplifies the evaluation process by reducing the number of assessment parameters from 59 to 43, enhancing clarity and focus.
It was developed following extensive consultations with over 160 training institutes, assessors and domain experts nationwide. It applies across all levels of government training institutions-from the Centre to States and even Urban Local Bodies.
Incorporating modern pedagogy, NSCSTI 2.0 embraces hybrid learning models, AI-enabled training mechanisms, and elements like the Indian Knowledge Systems (IKS), the Karmayogi Competency Model (KCM) and Amrit Gyaan Kosh (AGK). These additions reflect India’s broader commitment to an agile, inclusive, and performance-oriented civil service under Mission Karmayogi.
Dr. Singh noted the growing international interest in India’s civil service reforms, stating that countries such as Bangladesh, South Africa, and the Maldives are keen to learn from India’s Mission Karmayogi.
He also stressed the need for specialised training modules for scientific institutions, balancing administrative and technical capabilities.
It should be noted that over 195 training institutes have already been accredited under the NSCSTI framework in just two years. With a reactivated accreditation portal and a renewed focus on innovation and transparency, NSCSTI 2.0 is set to redefine standards for capacity building in the Indian civil services.
