Thiruvananthapuram, June 1 (APAC Media): Senior IAS Dr. A Kowsigan has been appointed as the new Chief Electoral Officer (CEO) of Kerala.
He succeeds IAS Dr. Rathan U. Kelkar, who has recently been appointed Secretary to Kerala Chief Minister V. D. Satheesan.
