During the APAC 7th HealthTech Innovation Conclave, Chennai, Dr Hiriyan Ravi Kumar, Joint Director, Tamil Nadu Urban Healthcare Project, gave a detailed account on how the state has embarked on a journey to transform its healthcare system, ensuring accessibility, affordability, and quality for all its citizens.
Introduction of Tamil Nadu Health Systems Project (TNHSP)
At the forefront of this transformation is the Tamil Nadu Health Systems Project, a collaborative effort between the Tamil Nadu government and international agencies like the World Bank and Japanese International Collaboration Agency (JICA). This project serves as the cornerstone for policy formulation, proposal preparation, and implementation across the state’s primary, secondary, and tertiary healthcare systems.
Comprehensive Chief Minister’s Health Insurance Scheme
One of the flagship initiatives under the TNHS Project is the Comprehensive Chief Minister’s Health Insurance Scheme, which has been integrated with the Prime Minister Jan Arogya Yojana (PM-JAY). This program offers extensive coverage to the population at a minimal premium, leveraging technology to streamline enrolment, claims processing, and service delivery.
Emergency Medical Response Initiative (EMRI) – 108 Program

Through the EMRI – 108 Program, the state has established a robust network of ambulances equipped with advanced medical capabilities.
