Mumbai: In a major step towards modernizing governance, the Maharashtra government has signed a Memorandum of Understanding (MoU) with IBM Technology (India) to introduce transformative reforms in public administration using Artificial Intelligence (AI).
As part of the MoU, three Centres of Excellence in AI will be established in key cities:
- Mumbai: Focused on geographic data analysis
- Pune: Dedicated to forensic science infrastructure
- Nagpur: A hub for advanced AI research and implementation of MARVEL (Maharashtra Virtual Experience Layer) technology
The agreement was formalized at Mantralaya in the presence of Chief Minister Devendra Fadnavis. The strategic collaboration will leverage AI, data analytics, hybrid cloud, cybersecurity, and automation to enhance public service delivery across the state.
Enhanced Public Services with AI
According to officials, the collaboration will introduce citizen-centric services through virtual assistants and agentic AI models. The government will retain complete ownership of the AI systems developed, ensuring data sovereignty and policy control.
Focus on Transparency and Skill Development
The initiative also seeks to make administrative processes more transparent and predictable through generative AI. Key focus areas include secure access systems, identity management, and hybrid cloud integration.
Training and Industry Adoption
The MoU includes capacity-building measures, with IBM set to train government staff and students in AI, cloud, and cybersecurity. The government will also promote AI adoption among MSMEs to enhance productivity and global competitiveness.
