New Delhi: Prime Minister Narendra Modi on Saturday chaired the 10th meeting of the NITI Aayog Governing Council at Bharat Mandapam in New Delhi. It brought together leaders from 24 states and seven Union Territories to chart a collective roadmap for India’s long-term development.
The NITI Aayog meet opened with a solemn tribute to the victims of the recent terror attack in Pahalgam.
“Viksit Rajya for Viksit Bharat @2047,” this year’s theme, centred on how states and UTs may support the national objective of making India a developed nation by the country’s hundredth year of independence.

At the NITI Aayog meet, PM Modi underlined that this vision is not restricted to a particular political party but represents the shared aspiration of 140 crore Indians.
He called on all states to commit to holistic development across villages, cities and sectors to achieve this target well ahead of 2047.
“If each state becomes a developed state, the nation will naturally progress at an accelerated pace,” he said.
PM Modi emphasised India’s economic growth, citing the country’s emergence as one of the world’s top five countries and the lifting of 25 crore people out of poverty.
He urged states to capitalise on their industrial potential, particularly through the recently created National Manufacturing Mission, and tap into global investor interest, which has been reinforced by recent trade deals with nations such as the UAE, the UK and Australia.
The development of future skills became a primary focus. PM Modi urged states to match their education and vocational training programs with cutting-edge technology like artificial intelligence (AI), semiconductors and 3D printing.
He further emphasised the importance of modern rural training centres and announced that the Centre has approved a Rs 60,000 crore skilling initiative to support these efforts.
Other key areas of discussion included boosting green energy, strengthening cybersecurity and unlocking tourism potential.
He encouraged each state to develop at least one global-standard tourist destination, suggesting that India could create 25-30 such hubs.
Additionally, he also announced the creation of a Rs 1 lakh crore Urban Challenge Fund aimed at transforming Tier two and three cities into engines of sustainable growth.
PM Modi called for reforms in both the public and private sectors to support women in the workforce.
“Nari Shakti is our strength,” he said, while urging states to review and amend outdated laws that hinder women’s participation in the economy.
The meeting also focused on water management, where PM Modi urged intra-state river-linking projects and lauded Bihar’s recent efforts connecting the Kosi and Mochi rivers. He appreciated the Aspirational Districts Programme and stressed the need to take agricultural research directly to the fields under the Viksit Krishi Sankalp Abhiyan, in which over 2,500 scientists will visit rural areas to promote sustainable farming.

Health preparation, particularly in the post-COVID era, was also discussed. The Prime Minister requested that governments establish operational oxygen plants and foster the spread of telemedicine through platforms such as e-Sanjeevani.
Furthermore, on civil defence, he emphasised the importance of a long-term strategy, highlighting the success of Operation Sindoor and recent nationwide mock drills.
Chief Ministers and Lieutenant Governors praised the operation for effectively eliminating terror infrastructure, with some officials hailing the armed forces and continued defence indigenisation operations.
During the session, state leaders also shared initiatives and suggestions across domains such as agriculture, water supply, education, compliance reduction and digital governance. Many states presented their visions aligned with the Viksit Bharat@2047 goal.
Concluding the meeting, PM Modi directed NITI Aayog to study the proposals shared by the states and UTs.
He described the 10th Governing Council Meeting as a significant milestone in NITI Aayog’s decade-long journey and reaffirmed his belief that the spirit of cooperative federalism will be key to realising the dream of Viksit Bharat by 2047.
