Telangana: Vietnam-based conglomerate Vingroup has signed a Memorandum of Understanding with the Government of Telangana to explore investments of up to $3 billion across urban development, electric mobility and renewable energy in the state.
The MoU, signed at the Telangana Rising Global Summit, proposes a phased, multi-sector development spread over nearly 2,500 hectares. While the agreement does not include a defined investment timeline or binding commitments, it represents Vingroup’s largest proposed project outside Vietnam, according to Reuters.
A central proposal under the MoU is the development of a Vinhomes Smart City on approximately 1,080 hectares, designed to accommodate about 200,000 residents. The project is expected to generate employment opportunities and will include residential, social and supporting urban infrastructure, subject to statutory approvals.
In electric mobility, Vingroup plans to evaluate the rollout of a large-scale electric taxi service using VinFast vehicles through its affiliate GSM. The group has also indicated potential interest in electric vehicle manufacturing in the future, expanding on VinFast’s existing operations in southern India.
The proposed collaboration also covers healthcare, education and charging infrastructure, including Vinmec hospitals, Vinschool K–12 institutions and the V-Green EV charging network. In renewable energy, VinEnergo has proposed a 500 MW solar power project to support urban and transport needs.
The Telangana government will assist with land allocation, project planning and regulatory coordination to facilitate implementation.
