Hyderabad: The Telangana government has launched a new land records management portal, Bhu Bharati, phasing out the earlier Dharani system. Chief Minister A Revanth Reddy inaugurated the portal on 14 April during an event marking Dr. B.R. Ambedkar’s 134th birth anniversary.
The platform, Bhu Bharati, will initially operate as a pilot in three mandals—Thirumalagiri (Nalgonda), Sadasivapet (Medak), and Keesara (Rangareddy) before expanding across the state on Telangana Formation Day, 2 June.
Key Features of Bhu Bharati
Bhu Bharati has been introduced under the Telangana Bhu Bharati (Record of Rights in Land) Act 2024. It integrates various land-related services such as:
Registrations and mutations
Appeals and revisions
ROR (Record of Rights) corrections
Conversion of agricultural to non-agricultural land
Access to e-challans, encumbrance certificates, prohibited land lists, market values, and registered documents
Unlike its predecessor, Bhu Bharati aims to handle disputes within the Revenue Department framework instead of redirecting farmers to courts. Officials say the Act introduces a new appeals system that offers administrative avenues for grievance redressal.
Implementation and Public Outreach
Ahead of the full launch, the Chief Minister has instructed District Collectors to conduct awareness programs at the mandal level. Collectors have been asked to attend local meetings in person and explain the new portal’s functionalities in accessible language.
During a meeting at the Marri Chenna Reddy Human Resource Development Institute (MCHRD), Reddy emphasized that the design of Bhu Bharati was based on comparative research and administrative studies. He also called on district officials to prioritise the rollout of both Bhu Bharati and the Indiramma Housing Scheme.
The pilot phase is expected to provide insights into user experience and system efficiency, potentially shaping how the portal is implemented statewide.
