New Delhi: The Central Consumer Protection Authority (CCPA) has issued a directive, barring civil servants, specifically those entering the Indian Administrative Service (IAS), from engaging in promotional activities or signing advertising agreements with coaching institutes. The move, prompted by reported irregularities and complaints, emphasises the need to enforce regulations to prevent UPSC toppers from endorsing coaching institutes.
In a statement to the Department of Personnel and Training (DoPT) in late November, the CCPA, operating under the Consumer Ministry, highlighted the imperative to sever ties between IAS officers and coaching institutes following their selection through the Union Public Service Commission (UPSC).
The directive underscores the absence of specific provisions in service conduct rules governing such engagements. The Consumer Ministry has urged the DoPT to refrain from allowing the use of names or photographs of UPSC winners, particularly those joining the IAS, in materials produced by coaching institutes.
Responding to numerous complaints about irregular promotional activities by IAS coaching institutes, the CCPA advocates for the inclusion of a rule in service conduct regulations. This proposed rule aims to restrict UPSC winners from endorsing coaching institutes once they assume civil service roles.
