The Gangasagar Mela, held annually during Makar Sankranti is a significant religious event attracting millions of pilgrims. It is considered the second-largest Hindu fair after the Kumbh Mela. On Tuesday, January 14, 2025, lakhs of pilgrims gathered at Gangasagar in West Bengal’s South 24 Parganas district to take a holy dip at the sacred confluence of the Hooghly River and the Bay of Bengal on the auspicious occasion of Makar Sankranti.Â
Pilgrims believe that taking a holy dip at this sacred confluence during the Mela washes away sins and leads to salvation. This ritual is deeply rooted in Hindu tradition and is mentioned in ancient texts like the Ramayana and the Mahabharata, indicating its practice since around 400 BCE. In addition to its religious significance, the Gangasagar Mela serves as a cultural convergence point, bringing together people from various parts of India. The event fosters a sense of unity and shared spiritual experience among the diverse attendees.
The West Bengal government organizes the Mela, ensuring the safety and well-being of the pilgrims. In recent years, the administration has implemented various measures to manage the large influx of visitors, including improved transportation, medical facilities, and security arrangements.

Key Technologies Deployed:
From crowd control to communication, navigation, and emergency health response, several innovative technological interventions have been leveraged to make this Gangasagar Mela a seamless experience.Â
1) Advanced Technology to Enhance Crowd Management
The District Administration has introduced advanced technology for efficient crowd management at the Mela. With a focus on real-time monitoring and precision, the administration has implemented several advanced systems to handle the large congregation effectively.
- NavIC Technology for Vessel and Bus Monitoring: Developed by the Indian Space Research Organization (ISRO), Navigation with Indian Constellation (NavIC) technology, comprising seven satellites and a network of ground stations, will be utilized to provide accurate navigation and timing information. All vessels and buses carrying pilgrims will be tracked using this technology. Any vessel deviating from its scheduled route will trigger automated alerts in the Mega Control Room, ensuring swift corrective action.
- Real-Time Tracking and Crowd Management: To monitor and manage the massive crowd, 1,150 CCTV cameras have been installed at key locations. Equipped with specialized crowd management software, these cameras will analyze footage in real-time to provide crucial data on crowd density, congregation alerts, and pilgrim counts. Additionally, 20 drones equipped with GPS-guided Intelligent Crowd Monitoring technology will conduct aerial surveillance, providing a comprehensive view of crowd movement.
- Infrastructure for Smooth Operations: A total of 54 kilometers of metal and temporary barricades are being erected to regulate crowd flow. Directional signage will be placed at major roads, mela points, and pilgrim facilities for easy navigation. To further assist pilgrims, roads will be illuminated with color-coded lighting, helping them identify specific routes effortlessly.
2) Enhanced Monitoring with Mega Control Room and PTMS

This year’s Gangasagar Mela will see the implementation of a Mega Control Room and the Pilgrim Transport Management System (PTMS) to ensure seamless coordination and safety. PTMS will enable real-time tracking of buses, ambulances, vessels, barges, and launches operating on the island. Additionally, alerts will be issued if any waterborne vehicle deviates from its designated route, enhancing security and operational efficiency.
3) Robust Communication Infrastructure
To ensure seamless communication and quick emergency response during the Gangasagar Mela 2025, the District Administration has established a comprehensive 24/7 mobile and internet connectivity network. seven Wi-Fi zones and facilities for Wi-Fi calling have been set up to enhance accessibility for pilgrims. Free calling zones and booths have also been installed for their convenience.
For effective communication in emergency scenarios, 150 high-frequency RT handsets (manpacks), 10 satellite phones, and Ham Radio systems will be deployed. Additionally, 11 large LED screens will be strategically placed to disseminate real-time information to the public.
To handle the significant influx of pilgrims, the existing communication infrastructure has been upgraded, ensuring uninterrupted connectivity and support throughout the event. These measures are designed to enhance the safety, convenience, and overall experience of the attendees.
4) e-Anusandhan: A Unique Digital Solution

The Gangasagar Mela 2025 will feature e-Anusandhan, an innovative and universal QR code system designed to assist pilgrims in navigating the mela with ease. By simply scanning the QR code using their mobile devices, visitors can access detailed information and directions to essential facilities. These include drinking water points, ATMs, toilets, health centers, railway stations, bus stands, ferry ghats, and kiosks such as “May I Help You” and “Lost & Found.” Pilgrims can also locate parking areas, government accommodations, tourist attractions, and key points of interest within the Gangasagar Mela. The content is accessible in Bengali, English, and Hindi, ensuring inclusivity and convenience for pilgrims from diverse linguistic backgrounds. This user-friendly technology aims to enhance the overall experience and accessibility for millions attending the event.
5) Push SMS Alerts for Real-Time Updates
To keep pilgrims informed and ensure smooth communication during the Gangasagar Mela 2025, a Push SMS Alert system will be implemented. Bulk SMS messages will be sent to attendees at regular intervals, providing updates on arrangements, important information, and alerts, if any. Through this system, the Government of West Bengal aims to ensure that pilgrims are well-informed about the various facilities and measures in place, enhancing their overall experience and safety at the event.
6) e-Darshan: Bringing the Sacred Experience to All
The Gangasagar Mela will offer e-Darshan, a live streaming service that allows devotees to virtually experience the spiritual essence of the event. Through this platform, viewers can witness the rituals at Kapil Muni Ashram and the sacred Punya Snan (holy dip) at Gangasagar. This initiative ensures that those unable to attend in person can still connect with the divinity and traditions of the mela, making it accessible to devotees across the globe.
7) e-SNAN: Holy Water at Your Doorstep with Digital Outreach

The e-SNAN initiative will revolutionize spiritual services by offering doorstep delivery of holy water to devotees across India. A dedicated website will provide comprehensive information about the initiative, while social media platforms like Facebook and YouTube will serve as channels to share updates and highlight efforts undertaken by the State Government.
8) e-PARICHAY: Ensuring Safety with QR Code Wristbands at Gangasagar Mela
The e-PARICHAY initiative introduces QR code wristbands for elderly and minor pilgrims, ensuring their safety and preventing lost-and-found cases during the Gangasagar Mela. Various departments, including Home & Hill Affairs, PHE, PWD, Disaster Management & Civil Defence, Fire & Emergency Services, Health & Family Welfare, Irrigation & Waterways, P&RD, Transport, ISCA, Tourism, UD & MA, WBSEDCL, KMC, and the South 24 Parganas District Administration, are collaboratively orchestrating these arrangements to enhance the experience and security of the pilgrims.
9) Bandhan: A Token of Gratitude for Pilgrims
As a gesture of acknowledgment and thanksgiving, the Gangasagar Mela 2025 will introduce Bandhan, a unique initiative to honor pilgrims for their spiritual journey to Sagar Island. Special photo booths equipped with cameras and customized software will be set up at the venue. Pilgrims will receive a personalized certificate featuring their photograph and a message from the administration, commemorating their visit to the sacred land of spirituality. This initiative aims to create a meaningful keepsake for devotees, celebrating their participation in this revered pilgrimage.
Comprehensive Disaster Preparedness
To ensure the safety of pilgrims and personnel at Gangasagar Mela 2025, comprehensive disaster management measures are being implemented. A total of 2,500 Civil Defense Volunteers, an increase from 2400 last year, Quick Response Teams, and deep divers, along with units from the Indian Navy, SDRF, NDRF, and Coast Guard, have been deployed for emergency response. 12 temporary fire stations equipped with 50 fire tenders have been strategically positioned across the region.
For safe navigation during nighttime, fog lights are being installed by WBTC within the Muri Ganga channel, with tower illumination by WBSETCL and additional fog lights at jetties by PHE and the Disaster Management Department at key locations. Thermal-imaging and night-vision drones have also been deployed at Sagar Mela point and over Muriganga river. Furthermore, accidental insurance coverage of ₹5 lakh per person will be extended to pilgrims, government officials, police personnel, NGO workers, transport operators, and media representatives from January 9 to January 17, 2025.
Enhanced Healthcare Services
Advanced healthcare arrangements are being implemented to cater to the medical needs of pilgrims during the Mela. Five temporary hospitals with a combined capacity of 130 beds have been set up at Namkhana, Chemaguri, Lot-8, Rudra Nagar, and Sagar Island. Additionally, 385 beds have been reserved in enroute hospitals, bringing the total to 515 dedicated beds for the event.
To address emergencies, 1 air ambulance, 4 water ambulances, and 100 land ambulances have been deployed. Specialist doctors, paramedics, and nurses have been stationed at key locations, including Sagar Island and Lot-8, ensuring round-the-clock medical support. A Green Corridor has been established for the swift evacuation of critical patients, complemented by Intensive Care Unit services and 24/7 post-mortem facilities on Sagar Island.
Extensive Police Arrangements to Bolster Safety
A comprehensive traffic regulation and parking plan has been developed by the police to manage the flow of pilgrims and vehicles during Gangasagar Mela 2025. 13,000 police personnel, an increase from last year’s deployment of 10,000, will be stationed at key locations to assist pilgrims and maintain smooth traffic movement.
A detailed deployment strategy will be implemented to uphold law and order, including advance parties, temporary police stations, missing person squads, police assistance booths, and sniffer dog units. Mid-river patrolling will also be conducted to enhance security. Senior police officers will oversee the arrangements, ensuring seamless coordination and safety throughout the event.
The Gangasagar Mela 2025 stands as a testament to the seamless blend of tradition and technology, ensuring a spiritually enriching and safe experience for millions of pilgrims. As pilgrims from across the nation converge at this sacred confluence, the West Bengal administration’s efforts ensure that their journey is not only spiritually fulfilling but also safe and comfortable. The innovations and initiatives implemented this year set a benchmark for future large-scale events, reinforcing the Gangasagar Mela’s reputation as a harmonious convergence of devotion, culture, and modern governance.
